In the time of Christ, the land was divided into Galilee, Samaria, and Judea, and occupied by the Romans. Jesus was born in Bethlehem, (lived in Galilee), then was crucified (and resurrected!) at Jerusalem. All determined by Roman decree and yet prophesied long before!
