‘God so loved the world’ means God loves all the people, but not the world systems opposing him. Yet he gave His only Son into those systems and overcame them, to bring salvation for ‘whoever believes in Him’ (Christ). World rulers persecuted Christ and all who live righteously are persecuted also. Yet Christians are to demonstrate love in their homes, their workplaces and in the world.
