To chastise properly is to act in discipline to correct that which is wrong. People are motivated by survival, responsibility, a desire to achieve and according to their vision, but we all need a healthy fear of punishment for wrongdoing and to know that every act has a consequence. A family or society cannot prosper without an enforced rule of law. God disciplines His children, whom He loves.
